Belgium issues RFI for F-16 fighter replacement
The Belgian Ministry
of Defence (MoD) has issued a request for information (RFI) to five foreign
government agencies regarding various aircraft that could replace the national
air force's ageing F-16 Fighting Falcon fleet.
Several defence
ministry officials were quoted by Belga News Agency as saying that the RFI does
not commit to a future purchase nor to the selection of a specific aircraft,
but "aims to gather information" beyond the open-source data used for
initial evaluation.
One of the sources
said that the RFI was issued following approval from the outgoing defence
minister Pieter De Crem, and does not mention the number of aircraft to be
acquired.
Issued to the Joint
Program Office (JPO), the Navy Integrated Program Office (NIPO), the
Directorate General of Armaments (DGA) of the French Ministry of Defence, the Swedish
Defence and Security Export Agency (FXM) and the UK Ministry of Defence, the
RFI marks the first step in a process that will lead to the acquisition of a
new fighter before the retirement of the F-16s starts in 2023.
While JPO is in
charge of Lockheed Martin's F-35 Lightning II programme, the NIPO, DGA, FXM and
UK MoD look after Boeing F/A-18F Super Hornet, Dassault Rafale, Saab JAS-39
Gripen, and Eurofighter Typhoon multi-role combat aircraft, respectively.

RFI was issued following approval from the outgoing defence minister Pieter De
Crem."
The MoD prefers a
government-to-government agreement, rather than a commercial purchase from a
contractor, according to the officials.
For the first time,
De Crem had voiced his opinion in December 2013 to acquire around 40 new
fighters during the incoming legislature, to ensure Belgium remains a reliable
partner within Nato and the European Union (EU), according to the news agency.
The acquisition is
expected to cost €4bn, and the selection is likely to take place in 2015 or
early 2016, to facilitate the aircraft's entry into service between 2023 and
2025, when the F-16s will retire, subject to approval from the next federal
government.
The Belgian Air Force
currently has 54 F-16s in its inventory and all of them have completed the
mid-life update (MLU).

Airbus van Defensie is grijs in plaats van wit
Het Belgische leger gaat een nieuwe Airbus A321 huren voor
langeafstandsvluchten en die heeft niet langer de kenmerkende witte
kleur maar is grijs. De eerste foto’s van het toestel doken dit weekend
op.
De levering van de Airbus A321 is voorzien voor één van de
volgende weken. De foto’s die nu opdoken zijn genomen in Derby/East
Midlands waar het toestel een nieuw likje verf kreeg. De vermelding
'Belgian Air Force' is aangebracht in donkergrijs, naast de Belgische
vlag en het logo van Defensie.
Er is gekozen voor een grijze kleur
'om reden van veiligheid', zegt een militaire bron. Deze kleur wordt
vaak gebruikt bij transport- en jachtvliegtuigen. 'De Airbus moet zowel
strategische als tactische operaties uitvoeren in het buitenland', aldus
een specialist. Die wijst erop dat ook de luchtmacht in Nederland en
Duitsland voor de kleur grijs heeft gekozen.
De Airbus A321 zal de
huidige A330 vervangen, die al vier jaar dienst doet bij Defensie en
gehuurd wordt van het Portugese Hi Fly. Het toestel werd als te groot en
te duur beschouwd.
De A321 is een pak kleiner dan de A330: 176 à
200 zetels in plaats van 270 en 5 ton vracht in plaats van 45, en heeft
een kleinere actieradius (4.500 kilometer tegen 10.500), maar is ook
goedkoper, in de ordegrootte van 2 miljoen euro per jaar.
De
nieuwe Airbus A321 voerde zijn eerste vlucht uit op 12 april 1999. Het
vliegtuig werd nog gebruikt door de Turkse maatschappij Onur en zal nu
een nieuwe nummerplaat krijgen (CS-TRJ) omdat het deel gaat uitmaken van

AeroGroup Concludes F-16 Pilot Training Contract with the Air Education and Training Command (AETC) for the Belgian Air Force
AeroGroup Incorporated (AeroGroup), a leading provider of tactical
pilot training, completes the F-16 Pilot Training Contract with the Air
Education and Training Command (AETC) for the Belgian Air Force, Belgian
Air Component. AeroGroup was awarded the competed contract in October
2007 to supply F-16 instructor pilots to support classroom and flight
instruction to student pilots that were transitioning from the fighter
lead-in AlphaJet trainer to the MLU version of the F-16 multi-role
fighter. The contract was successfully concluded in December 2013.
AeroGroup supplied a deployed Mobile Training Team (MTT) of F-16 instructor pilots that were specifically familiar with the Mid-Life-Upgrade (“MLU”) version F-16 aircraft that are operated by European Participating Air Forces (EPAF). The training program was conducted and based at Kleine Brogel Air Base, Belgium.

Second NH90 TTH RN06 delivered to Beauvechain on Friday 24 January 2013.
On Friday 24 January 2014 the second NH90 TTH for the Belgian Air Force -
RN06 - has been delivered to Beauvechain airbase from Airbus
Helicopters (former Eurocopter) at Marignane (F.). In mid-2014 a third
TTH and the first NH90 NFH are expected to arrive in Belgium.

La Défense va remplacer son Airbus A330 par un A321, moins performant.
Le ministère de la Défense s'apprête à passer un nouveau contrat de location pour un avion de transport, un Airbus
A321, un appareil plus petit et aux performances moindres que l'actuel A330 utilisé par l'armée et le gouvernement pour des vols à longue distance, a-t-on appris mardi de sources concordantes.
Le ministre de la Défense, Pieter De Crem (CD&V), a sélectionné ce type d'avion, qui transporte typiquement de 176 à 200 passagers selon
les aménagements intérieurs, à la suite d'un appel d'offres lancé en avril dernier pour un appareil monocouloir. Son choix devrait être avalisé vendredi par le Conseil des ministres, ont indiqué des sources internes à la Défense à l'agence BELGA.
La location de l'actuel A330 - le seul appareil de transport stratégique de l'armée belge, qui a emmené la délégation conduite par le roi Philippe en Afrique du Sud pour l'hommage rendu mardi à l'ancien président sud-africain Nelson Mandela - à une compagnie portugaise expire en effet d'ici la fin de l'année.
L'armée belge avait mis en service en novembre 2009 cet Airbus A330 - un ancien appareil de la compagnie faillie Sabena - pour assurer le transport aérien à longue distance et remplacer deux Airbus A310 vieillissants. La Défense avait eu recours à une formule innovante, qui consistait à louer cet Airbus à une compagnie civile, la portugaise Hi Fly, par l'intermédiaire d'un courtier français, Avico, tout en conservant ses propres équipages, pour effectuer quelque 2.000 heures de vol par an pour un montant de douze millions d'euros maximum par an.
Mais jugé trop gros pour les besoins de l'armée, trop lourd et trop coûteux à opérer par nombre d'aviateurs, cet Airbus A330 n'a effectué que 1.165 heures en 2010 et 1.114 heures en 2011, pour un coût de 11,6 millions d'euros pour chacune de ces années. Le nombre d'heures de vol a toutefois été supérieur aux 2.000 heures en 2013, avec une disponibilité de l'ordre de 99%, selon des sources informées.
Le futur appareil qui fait figure de favori, un A321, aura fatalement une capacité moindre que l'actuel A330 en terme de passagers (270 sièges), de fret (45 tonnes) et de rayon d'action (10.500 kilomètres), mais sera moins coûteux à opérer - de l'ordre de deux millions d'euros par an, selon une source informée.
Avico a également proposé en option, sans que cela ne figure dans le cahier des charges, de transformer l'A321 en appareil capable d'effectuer des évacuations médicales, une capacité dont les forces aériennes européennes sont largement dépourvues.
L'un des arguments qui a joué un rôle dans le choix d'un appareil plus petit est la demande en faveur d'un tel avion formulée par le commandement européen du transport aérien (EATC), basé à Eindhoven, aux Pays-Bas, à la recherche d'un appareil de ce gabarit, offrant plus de souplesse et de complémentarité avec les flottes des autres pays membres (Allemagne, France, Pays-Bas et Espagne).

· "Let's just say we are in a prudent planning phase," Belgian Defense minister Pieter De Crem (CD&V) told us Wednesday. France has approached Belgium to ask for its support in a military intervention that Paris is planning in the Central African Republic (CAR). The Belgian army is studying – and planning – the nature of its potential contribution.
· Didier Reynders (MR), minister of Foreign Affairs, has said that his department is viewing this appeal "in a positive way," and the same attitude prevails in the Defense department, for at least two of the three French requests. According to our information, Paris wants aid from allied countries for three types of air support: strategic flights from Europe to CAR, tactical flights within CAR, and heavy helicopter support for serious medical evacuations. Belgium cannot respond to the third request because it does not have heavy lift helicopters, and therefore no medically equipped heavy helicopters. "Medevac" missions performed in Mali by Belgian Agusta A-109 helicopters are only for light evacuations.

Congress Asked to Approve $68 Million Sidewinder Missile Sale to Belgium
The U.S. Defense Security Cooperation Agency notified Congress
Thursday of plans to sell the Belgian Air Force $68 million worth of
AIM-9X-2 Sidewinder air-to-air missiles, plus associated equipment,
parts, training and logistical support.
This sale would include:
DSCA noted that Belgium wants to buy the missiles "as part of an overall military modernization program to better support its own air defense needs and to improve its interoperability with the U.S. and other NATO allies."
DSCA assured Congress that sale of the missiles "will not alter the basic military balance in the region" and will have "no adverse impact on U.S. defense readiness."

This sale would include:
- 40 AIM-9X-2 Sidewinder Block II All-Up-Round Missiles.
- 10 AIM-9X-2 Block II Tactical Guidance Units.
- 36 CATM-9X-2 Captive Air Training Missiles (structurally exact replicas of the missile used in training exercises, of identical shape, weight and center of gravity, but lacking any electronics other than a wire to indicate "missile present" on the pilot's control board).
- Two CATM-9X-2 Block II Missile Guidance Units (also for training).
- 4 Dummy Air Training Missiles ("DATMs," used to train ground crews in how to load, unload, and handle the missiles).
- Necessary containers, support and testing equipment, spare parts, and so on.

Belgium Marks Five Years in Kandahar
This month marks the fifth year of the Belgian presence in
Kandahar as part of NATO's International Security Assistance Force
(ISAF) in Afghanistan.
This
presence consists mainly of four F-16s of the Belgian air force's 10th
Tactical Wing from Kleine-Brogel and the 2nd Tactical Wing from
Florennes providing air support to ISAF but also medical, signals and
logistics units. Since 2008, there have been 15 rotations by a total of
1,938 Belgian personnel and 4,000 sorties totaling 14,000 hours.
The
Belgian contingent in Kandahar was initially accommodated in tents,
which were replaced by containers and since last year has been based in
buildings, providing better protection from attack and weather
conditions.
The future of the Belgian contingent in Kandahar after 2014 must still be decided.
