Belgium issues RFI for F-16 fighter replacement
The Belgian Ministry
of Defence (MoD) has issued a request for information (RFI) to five foreign
government agencies regarding various aircraft that could replace the national
air force's ageing F-16 Fighting Falcon fleet.
Several defence
ministry officials were quoted by Belga News Agency as saying that the RFI does
not commit to a future purchase nor to the selection of a specific aircraft,
but "aims to gather information" beyond the open-source data used for
initial evaluation.
One of the sources
said that the RFI was issued following approval from the outgoing defence
minister Pieter De Crem, and does not mention the number of aircraft to be
acquired.
While JPO is in
charge of Lockheed Martin's F-35 Lightning II programme, the NIPO, DGA, FXM and
UK MoD look after Boeing F/A-18F Super Hornet, Dassault Rafale, Saab JAS-39
Gripen, and Eurofighter Typhoon multi-role combat aircraft, respectively.
"One of the sources said that the
RFI was issued following approval from the outgoing defence minister Pieter De
Crem."
The MoD prefers a
government-to-government agreement, rather than a commercial purchase from a
contractor, according to the officials.
For the first time,
De Crem had voiced his opinion in December 2013 to acquire around 40 new
fighters during the incoming legislature, to ensure Belgium remains a reliable
partner within Nato and the European Union (EU), according to the news agency.
The acquisition is
expected to cost €4bn, and the selection is likely to take place in 2015 or
early 2016, to facilitate the aircraft's entry into service between 2023 and
2025, when the F-16s will retire, subject to approval from the next federal
government.
The Belgian Air Force
currently has 54 F-16s in its inventory and all of them have completed the
mid-life update (MLU).

Defence organises a Non-combattant Evacuation Operation (NEO) exercise between 27 and 31 May 2013.
Defensie organiseert van 27 tot 31 mei 2013 in de provincies
West-Vlaanderen, Namen en Henegouwen de grootschalige militaire oefening
“CRAZY TRIP 2013”.Het doel van deze NEO-oefening is de procedures en technieken te trainen voor het ontzetten en repatriëren van landgenoten in het buitenland (NEO staat voor Non-combattant Evacuation Operation).
Ongeveer 1300 Belgische militairen, voornamelijk van het Bataljon 12e Linie Prins Leopold/13e Linie uit Spa, de Lichte Brigade en verschillende eenheden van de Land-, Lucht- en Medische component nemen deel aan deze grote oefening. Om het scenario zo realistisch mogelijk te houden, rekent Defensie op de deelname van meer dan 250 burgers die de rol van geëvacueerde zullen spelen. Ook personeelsleden van de FOD Buitenlandse Zaken nemen deel aan de oefening.

Vanop de militaire luchthaven in Melsbroek vertrekken op dinsdag 30 april een zestigtal militairen van het 3e Bataljon Parachutisten naar Kindu in de Democratische Republiek Congo. Zij maken deel uit van het detachement dat er enerzijds het 323ste Bataljon van de Snelle Interventie-eenheden (Bataillon de Réaction rapide) zal opleiden en anderzijds een Brigadestaf zal vormen. Een voorhoede van veertig militairen reisde zaterdag al af naar de hoofdstad van de Congolese provincie Maniema.
Tijdens de Ministerraad van vrijdag 26 april 2013 besliste de regering om Belgische militairen naar de Democratische Republiek Congo te sturen voor de vorming van dit bataljon en zijn Brigadestaf. In 2010 vormde het al het 321ste en de twee jaar later, in 2012, volgde het 322ste Bataljon. Ons land draagt hier op een constructieve manier bij tot de hervorming van het FARDC, de Congolese Strijdkrachten, tot een professioneel leger ten dienste van de republiek en zijn burgers.
Het voltallige detachement is samengesteld uit drie onderdelen:
• 90 Belgische militairen voor de duur van 6 maanden voor de vorming van het 323ste Bataljon van de Snelle Interventietroepen;
• 10 Belgische militairen voor de duur ven 2 maanden voor de vorming van een brigadestaf van de Snelle Interventie Eenheden;
• een detachement C-130 met 19 militairen voor 8 weken.
De Belgische Defensie draagt hiermee actief bij tot de militaire deel van het SSR-proces (SSR = Structural Security Reform) van de VN, zoals dit in de resoluties van de Veiligheidsraad over Democratische Republiek werd hernomen en zoals dit in het akkoord van Addis Abeba op 24 februari 2013 werd bekrachtigd. Bovendien is de hervorming van het leger een essentiële prioriteit van de Congolese regering in 2013.
In de Democratische Republiek Congo waren al een veertigtal militairen actief. Naast een detachement C-130, dat luchttransportsteun levert voor de VN-missie MONUSCO, staan ook een twintigtal Belgische militairen in voor de coaching van de achterwacht van het 321ste en het 322ste Congolese bataljon.

Ils font partie du détachement qui formera, d’une part, le 323ème Bataillon des Unités à Réaction Rapide (Bataillon de Réaction Rapide) et d’autre part, un état-major du niveau brigade. Une avant-garde d’une quarantaine de militaires est déjà partie ce samedi pour le chef-lieu de la province du Maniema.
Lors du Conseil des Ministres de ce vendredi 26 avril 2013, le gouvernement a décidé d’envoyer les militaires belges en République Démocratique du Congo pour assurer la formation de ce bataillon et de cet état-major. En 2010, le 321ème Bataillon a déjà été formé, suivi, deux ans plus tard par le 322ème Bataillon. Notre pays contribue ainsi de manière constructive à la transformation des Forces Armées Congolaises (FARDC) en une armée professionnelle qui est au service de la République et de ses citoyens.
L’ensemble du détachement se compose de trois parties :
• 90 militaires belges pour la formation du 323ème Bataillon de Réaction Rapide, pour une durée de six mois ;
• 10 militaires belges pour la formation d’un état-major brigade des Unités de Réaction Rapide, pour une durée de deux mois ;
• Un détachement C-130 de 19 militaires pour huit semaines.
De cette façon, la Défense belge contribue activement au volet militaire de la RSS (Réforme du Secteur de la Sécurité) en répondant aux souhaits des résolutions du Conseil de Sécurité des Nations Unies sur la RDC, ainsi qu’à la nécessité et l’urgence de mener à bien la réforme de l’armée tel que souligné par l’accord à Addis-Abeba au 24 février 2013. Il est en outre rappelé que la réforme de l’armée constitue une priorité essentielle du gouvernement congolais en 2013.
Actuellement une quarantaine de militaires sont actifs en République Démocratique du Congo. Outre un détachement C-130, qui fournit un appui aérien pour la mission MONUSCO des Nations-Unies, une vingtaine de militaires belges assurent la formation de l’arrière-garde du 321ème et du 322ème bataillon Congolais.

First new NH90 (RN-05) helicopter delivered to Belgium at Marignane (F.).
Eurocopter today achieved a new milestone in its NH90 program
with two ceremonies held at its Marignane facility near Marseille in the
south of France, during which the manufacturer delivered Belgium’s
first NH90 Tactical Transport Helicopter (TTH) in the presence of the
Belgian Defense Minister Pieter de Crem; along with the French DGA defense procurement agency’s first
NH90 NATO Frigate Helicopter (NFH), in its naval Step B version, to be
used by the French Navy.

Belgium To End Kabul Airport Protection Mission
Belgium is ending its longest mission in Afghanistan, the protection
of Kabul International Airport (KAIA), over the next few months.
Starting in October, the mission will be taken over by a multinational
unit under French command and including Portuguese, Hungarian and
Albanian troops.
Belgium has been conducting the mission with around 250 troops since the beginning of 2003. Belgium will continue to participate in other NATO International
Security Assistance Force (ISAF) missions in Afghanistan. In Kabul, it
will continue to have personnel assigned to ISAF headquarters and in
various Afghan National Army (ANA) schools. In Kandahar, where Belgium
has a detachment of F-16s, four Belgian instructors are mentoring the
Afghan National Air Force, and Belgian surgeons are working in the
base's military hospital. In Kunduz, Belgian personnel are supporting
the provincial reconstruction team and are members of military advisory
teams advising, training and supporting the ANA. Finally, Belgian
instructors are teaching at the ANA engineering school in
Mazar-e-Sharif.

Belgische leger heeft nieuwe stafchef

Minister van Defensie Pieter De Crem draagt luitenant-generaal
Gerard Van Caelenberge voor als nieuwe stafchef van het Belgische leger.
De 59-jarige Van Caelenberge is momenteel dienstdoend stafchef.
De kandidatuur van Van Caelenberge wordt
officieel pas vrijdag besproken op de ministerraad, maar de
regeringspartijen zijn het eens over zijn voordracht.
Van Caelenberge volgt Charles-Henri Delcour op, die in maart ontslag
nam nadat hij drie jaar het leger geleid had. Van Caelenberge maakte
carrière bij de luchtmacht. Hij wordt benoemd voor een periode van vier
jaar.

Belgian Shopping Spree
On 6 July, the council of ministers of the Belgian government authorized Defense Minister Pieter De Crem to issue calls for tender under the 2012 defense investment plan. These include calls for tender for 70 remote weapons stations for the Light Multipurpose Vehicle (LMV), 4,500 modular carbines with day sights to replace FNC rifles currently in service, and two ready duty ships for coast guard duties.
This is part of the 242 million
euros in defense investments approved by the council of ministers on 11
May. The 2012 defense investment plan also includes acquisition of
short- and medium-range anti-fortification and anti-armor weapons to
replace the Milan anti-tank guided missile, the Personal Defence Weapon
to replace the GP 9mm pistol, and 90 mm practice ammunition for the
Piranha III Armoured Infantry Vehicle (AIV) for the Belgian army.
For the air force, the F-16 Commonality
and Interoperability Consolidation Program will be continued, four
advanced targeting pods will be acquired, as will equipment for forward
air controllers, ground-to-air radios for local air traffic control, and
new airfield firefighting vehicles.
Finally, Multinational Space-based
Imaging System (MUSIS) satellite communication terminals will replace
the existing obsolete terminals.
