Deze week was Minister voor Wetenschapsbeleid Paul Magnette aanwezig in Napels op de Ministerraad van de Europese ruimtevaartorganisatie ESA. Zo maakte Paul Magnette op deze Ministerraad bekend dat België de komende vijf jaar (2013 - 2018) 1,018 miljard euro zal investeren in de ruimtevaartsector. 

De Belgische bijdrage wordt in de periode van 2013 tot 2018 met jaarlijks 5 miljoen euro verhoogd (5 x 5 miljoen euro: 25 miljoen euro). Deze verhoging heeft Paul Magnette toch kunnen verkrijgen tijdens het recente begrotingsconclaaf waarin de financiële crisis de rode draad was. Hierbij bevestigd België zijn progressieve groei die haar 'ruimtevaartenveloppe' kent sinds 2008. België maakt op deze manier haar belang in de ruimtevaartsector duidelijk waarin vandaag de dag zo'n 2 000 directe, hoogopgeleide en niet-verplaatsbare, mensen werkzaam zijn. De steeds groter wordende 'ruimtevaartenveloppe' is dan ook zeer goed nieuws voor de 41 bedrijven, 9 universiteiten, Federale wetenschappelijke instellingen en onderzoekscentra die in de ruimtevaart actief zijn. De OESO heeft berekent dat elke euro, die door de Belgische regering in de ruimtevaart wordt geïnvesteerd, tussen de 1,4 en 4,9 euro directe en indirecte voordelen oplevert. Door de verhoogde bijdrage van België aan de Europese ruimtevaart bevestigd België ook zijn positie als zesde nettobetaler aan de ESA. Volgens Paul Magnette moet de 25 miljoen euro extra voor de ruimtevaart op termijn zorgen voor bijkomende banen voor hoger opgeleiden en bijkomende economische voordelen die zo'n 100 miljoen euro kunnen opleveren.
Op de Ministerraad heeft België ook ingestemd met het Duits-Frans compromis over de toekomstige opvolger van de Europese Ariane 5 draagraket. Het compromis, dat sterk gesteund werd door Duitsland, bevat een overgangsfase met een verbeterde en meer krachtige versie van de bestaande Ariane 5 die de naam 'Ariane 5 ME' zal krijgen. Deze opgewaardeerde Ariane 5 zou in 2017 voor het eerst moeten gelanceerd worden. De opvolger van de Ariane 5, de Ariane 6 zou in 2021 of 2022 voor het eerst de ruimte in kunnen. Met het ESA-budget dat tijdens deze Ministerraad werd goedgekeurd, zal men de Ariane 5 ME financieren alsook de voorbereiding van de Ariane 6.

Twintigste verjaardag ruimtevlucht Dirk Frimout

Deze week is het exact twintig jaar geleden dat de eerste Belg de ruimte inging. Op 24 maart 1992 werd vanop het Kennedy Space Center in Florida het Amerikaanse ruimteveer Atlantis gelanceerd met aan boord zeven astronauten waaronder de toen 51 jarige Belg Dirk Frimout. De STS-45 ruimtevlucht kreeg de naam 'Atmospheric Laboratory for Applications and Science' (ATLAS-1) en stond helemaal in het teken van wetenschappelijk atmosferisch onderzoek. Zo bevonden zich in het vrachtruim van het ruimteveer Atlantis twee Spacelab-platformen met daarop wetenschappelijke experimenten. Alles samen werden tijdens deze STS-45 ruimtevlucht veertien wetenschappelijke onderzoeken uitgevoerd met behulp van twaalf instrumenten die ontwikkeld werden door de Verenigde Staten, België, Frankrijk, Duitsland, Japan, Nederland, Zwitserland en het Verenigd Koninkrijk. Uiteindelijk landde het ruimteveer Atlantis na een missie van 8 dagen en 22 uur op 2 april 1992 terug op het Kennedy Space Center. Tijdens deze 46ste Space Shuttle missie heeft Atlantis 143 omwentelingen om de Aarde gemaakt en heeft het ruimteveer aan afstand afgelegd van 5 221 340 kilometer. De carrière van Dirk Frimout begon als ruimtevaarder al in 1977 toen hij zijn kandidatuur voorlegde waarna hij van 1978 tot 1984 werkte als coördinator van de bemanning van de Spacelab-1 ruimtevlucht bij de European Space Agency (ESA). Uiteindelijk werd Dirk Frimout in 1989, als specialist op vlak van atmosfeerfysica, door het Amerikaanse ruimtevaartagentschap NASA geselecteerd als reserve-astronaut voor de STS-45 Space Shuttle missie. Drie jaar later zag hij zijn droom realiteit worden doordat één van de astronauten van de hoofdbemanning (Michael Lampton) ziek werd. Tijdens zijn verblijf in de ruimte kreeg Frimout een telefoontje van de Belgische prins Filip die hiervoor speciaal afgereisd was naar het Mission Control Centre in Houston, Texas. Na zijn ruimtevlucht ontving de eerste Belgische ruimtevaarder de graad van Grootofficier in de Leopoldsorde en tevens de titel van burggraaf. Vandaag de dag is Dirk Frimout voorzitter van de Euro Space Society dat ondermeer technische en wetenschappelijke studies promoot bij de jeugd.

On Friday 29 April, a small ceremony took place at ESA's European Research Institute ESRIN, at Frascati in Italy, to witness the signing of a contract to develop and qualify the thrust vector control subsystems for Europe's new small launcher Vega.

The contract, between the Belgian company SABCA and Vega Prime Contractor the Italian ELV SpA, was signed by Mr Pelichero, CEO of SABCA and Mr Scippa, CEO of Italian ELV. Also present were Mrs Wagner, Head of the Belgian Research and Space Applications Service and Mr Felici, Head of the Vega Department at ESA.
With the signing of this contract, SABCA, the company in charge of developing the inter-stage 0/1 structure for Vega's first stage, will also become responsible for the development and qualification of the thrust vector control (TVC). This is a critical subsystem for the Vega launcher as it ensures control of the launch vehicle during the propulsion phases. Each TVC subsystem consists of a battery set, two electro-mechanical actuators and a power distribution control unit.
This contract will also help to reinforce European know-how of developing electromechanical actuators and enhance expertise in the new technologies needed for this important launcher element.
The Vega Launch Vehicle Programme is managed by the ESA Integrated Project Team from ESRIN. Once Vega becomes operational in 2007 it will be able to place 300 to 2000 kg satellites economically into the polar and low-Earth orbits used for many scientific and Earth observation missions.
